This is a video showing how to recruit D-Dog in Metal Gear Solid 5 - The Phantom Pain.

To do so, head to Mission 4 - C2W. After the helicopter drops you down in the field, wait a couple of seconds and you'll eventually hear the bark of a young pup. Head towards the sound and you'll see a small puppy all alone. Use your fulton to bring it back to Mother Base, where Ocelot will look after it

After going on several missions, eventually the pup will grow into a full grown dog, and will be able to accompany you on missions.
