'Too' when used as an adverb to modify an adjective has a negative sense that's in the sense of 'not required'; so to counter that, in order to give a positive twist to the sentence, you can use a negative word after the particle 'to' (part of an infinitive), or reframe an entire sentence ommitting 'too'.
