MmGS Vlog E3 2019 Pre-Hyped Sp.: Idea Factory Int. going Digital, what does this mean?

I go more extend on my guess of why Ideal Factory Int. decided to make this game only digital after a rep. gave a gist of reason what since they are only a small company on twitter, and that post kind a give a hint of what it the future for them.

As I said before, it may be a budget issue, it also could be that their shifting their budget on other aspect of the game, meaning possibly that maybe Idea Factory rather use the budget to improve the game than paying for resources to provide a physical version, other may be that since most fans (including myself) tend to call them out for just putting "Partial" English Dub comparing to its Japanese version that they rather put the budget on that aspect. Sadly, the reality is that there is always a certain budget when localizing a game.
Look at Judgement, a Yakuza game that finally has an English Dub, as a result the package will not come in a steel case nor will have a limited edition, due its budget.

That is my guess, but whatever the reason, hopefully Idea Factory can provide the reason on their decision.
