In Theater Mechanicus there are modifications (Stage Mystic Art) of the game you can choose between waves, that give you positive effects. But some of them (Fickle) can give you a random negative effect, one of which does not allow you to switch characters or use any skills. And since Illusory Torrent is a skill, this is what happens.
