There is a difference between Potential 5 and lower. As in almost all cases in the game, there will be no enemy moving at 10 block/s, so the 99% slow during P5 Skill 3 can slow ALL enemies to the lowest movement speed 0.1 block/s. While lower potential only gives 90% slow, which can only slow enemies slower than 1 block/s to the lowest value.
