I fine tuned this list even more. Remember, that this is budget list, so you can have more consistent mana base and Ionize instead of Sabotage. If you want to import it, then check comment section.

Seal Away x2 --- ultimate instant speed removal that hits 99% of current meta cards, bad against Militia Bugler and History of Benalia tokens, but both of them can be cleared by Deafening Clarion. Not that good against Stompy with mainboard like x3 thrashing brontodons (pay 1 destroy enchantment) and popular Golgari Midrange with like 5-7 ways to destroy enchantments. You just replace them with Lava Coils. Lava Coils better then Shivran Fire, which you maybe want against RDW, but Phoenixes way more scary and you don't side your Seal Aways against them. You can eat token and return it back with blink or Teferi too.

Justice Strike x2 --- probably the best non-black spot removal, which hits most of scary cards like all RDW and Stompy cards, Niv Mizzet, drakes, Nezahal, Tempest Djinn, but do nothing against 3/4s like Shalai, Brontodon, Findbroker unless you copy them or follow up after Clarion, basically 2 for 1. Great spell for Expansion for destroying 2 beefy targets.

Banefire x2 --- very versatile spell. Serve as win condition, removal for beefy x/4 or x/5 and Planeswalkers. Only drawback is sorcery speed, but usually it doesn't matter. Most of Arena decks hate Teferi pre sideboard, so you need real source of inevitability and way to close games against discard control and mono-red once you stabilized.

Blink of an Eye x1 --- that card can do anything. It can save your planeswalkers, bounce back their near ultimating planeswalkers, bounce tokens, allow tempo plays, draw extra card, bounce something and counter next run, etc. Great against Eldest Reborn stealing your Teferi, so you can bounce him back into your hand.

Expansion//Explosion x2 --- another great utility spell that serves as extra win con. Great in any match-up except for aggro creature heavy decks. It can copy any of your spells or opponent spells. Double Justice strike kills anything, Clarion can become -6/-6 on turn 5 (carnage tyrant answer), and it serves as extra Negate in stack counter wars. Copying opponent draw spells, discard spells or marginal token creation spells feels great too. Explosion can help tick down Planeswalker or kill some creature and draw a lot of cards of it. You can hit opponent for 6 and draw Banefire and lands. In some very rare situations youcan deck them out by allowing them to draw.

Deafening Clarion x4 --- best sweeper right now due to costing 3 mana and most of the meta treats having 3 toughness and less. Great after sideboards to give lifelink to Leonin Warleader (replace him with Lyras if you have them), Shalai and Azor.

Settle the Wreckage x1, Cleansing Nova x1 --- I think it's better in Arena to have both of them for flexibility against random field. Settle saved me so many times due to instant speed.

Chemister's Insight x4 --- ultimate draw spell, you can mainphase to hit land drops.

Syncopate x1, Negate x1, Essence Scatter x1, Blink of an Eye x1 --- you need this 4 to protect Teferi after untapping 2 lands or catching nasty turn 2, turn 3 plays like Search for Azcanta.

Sinister Sabotage x4 --- replace them with Ionize if you have 4 copies, especially if you are playing with budget mana base. Ionize goes better with Banefire and Explosion too or have like 2 Ionize and 2 Sabotages.

Devious Cover-up x1 --- so much hate for Teferi and bringing back Banefire after removing something with it doesn't feel bad too.

Search for Azcanta x2 --- great card to filter your draws and then pick right spells after it flips. Bad against Golgari Midrange, so go down 1 copy.

Ral x1 --- another card filtering, extra win con and removal tool.

Teferi x4 --- the most important card in the deck.

Sideboard:
Disdainful Stroke x2 --- against Teferi hate, midrange and control mirrors.

Negate x1 ---- extra 2 mana counter for control counter wars.

Lava Coil x2 --- Golgari Midrange, x/4 creatures, recurring threats.

Ixilan's Binnding x1 --- catch all removal, great vs low treat count decks and Planeswalkers, bad against Golgari.

Leonin Warleader x3 --- great against edict effect, lifelink and creating extra blockers. Replace with Lyra if you have it.

Shalai x3 --- good against anytging, especially RDW.

Azor x1 --- great against anything except control. You can cut 1 Shaai and 1 Lyra (Leonon) and add Niv Mizzeret (I have 3 copies, but no proper mana base).

Nezahal x1 --- controll mirrors

Star of Extinction x1 --- Golgari matchups. You can -3 Teferi on himself before casting it.
