This will probably be an unpopular opinion but I stand by what I said and believe in.
I'll try to lay out my thoughts in a hopefully more clear manner here since my 5am reaction to their announcement isnt the best.

Granting everyone the first unusual as tradable seems like a nice way to give people, who didnt know about this glitch/bug/exploit, something out of this mess. But in the end you they still used a system that was broken at the time, whether they knew about it or not.

Making all other unusuals untradable/unmarketable might not give them a monetary value anymore but still diminishes the rarity of the item in question.
For example: There have been a multitude of Burning Flames Team Captains unboxed and while none of the new ones hold any actual trade value, it still means that there are more of them now.
If I would own a hat that was rare and quite special in the game and economy, I'd still be upset about a larger number of it suddenly existing.

What about the traders/bots who bought unusuals for items for other games like Dota or CS: GO?
They are now stuck with items that have no value to them.
Taking something from someone without proper compensation? Usually people call that stealing/scamming. But you could argue its an investment and it lost its value, so its their own fault.

And while its against Valves or Steams Terms of Service, theoretically you could still "sell" your account. So who knows what a trade lock actually means in the end.

Some people were concerned about their unboxed hats, fearing retribution from Valve. So they deleted them. I can understand their thought process.
Gaining something from a broken system due to a mistake seems like something wrong to me.
For example: Withdrawing money from a broken ATM doesnt automatically make it okay if I get more money out of it then I actually should have.

Those hats will be restored because Valve themselves said they "didn't do anything wrong".
But thats not quite right is it? Valve did something wrong and other people unknowingly or knowingly did something wrong. They used a glitch/bug/exploit.

I'm not saying the people who didnt know what was going on should be punished.
I'm also not saying the people who didnt use the broken system should be rewarded.
But Valve is setting a dangerous precedent.
They basically told everyone that using/abusing a broken system is nothing wrong.
That sticking to the rules, upholding your values, thinking about the effects that your actions could have on the longevity of the game and its economy are not even worth a thanks.

I like Team Fortress 2, I want it to stay alive and support it but lets be real.
Whatever safeguards they put in place, we know eventually things will break again.
And if that happens, people will abuse the system, they will break it because Valve told them its nothing wrong.

In the end they tried to appease the majority of people without actually solving the problem altogether. You might call that a good solution but I call it spineless.
Their incompetence and spineless behavior is what will bring Team Fortress 2 to its end.
