Every time you'll reset race in this game you'll get slightly different colors, lighting, etc...
But it doesn't affect performance (in most cases)
I am using exactly the same settings for this game but it's not possible
to set weather.
I am never using rainy weather because of huge fps drops 0:42
Motion blur is disabled in windows registry
As you can see from 0:27 to 0:40 Min, Avg and Max FPS are 15, 19 and 23 in all cases.
