I found the tuning section in Need for Speed Underground 2 finally. I am very happy I did and I am having a lot of fun with it. Here is the end result of the tuning section with my Audi TT. The faded lines are the stating, stock, tune and the darker lines are my tune after my tweaks. It is very similar to the stock but smoother and I think it performs better that way.

My goal is to go live Wednesday through Saturday nights and upload some Gameplay Shorts (GPS) on Mondays. I hope to create a channel and community where every one can come to watch, enjoy, and talk about the games we love. Who knows you might even be able to join me and be a part of the videos as well!
