Negan's justification for the Dama's rat's death, which turned out to be a pivotal event in season two of The Walking Dead: Dead City, demonstrates why he is among the most intelligent survivors in the series. Even though the Walking Dead has been heavily hinting at the return of evil Negan in the spinoff series, Jeffrey Dean Morgan's character has managed to maintain his morals and has attempted to assist the villains with the fewest possible casualties.
