Quests you need to do (I only did the alliance side so here it goes):
Just do BfA main questline until you get to scouting map and choose Drustvar. Do the Drustvar until you unlock Order of Embers.
Uniting Kul Tiras: https://ptr.wowhead.com/quest=51918/uniting-kul-tiras (you just do quests in respective areas of the two remaining to unlock these reputations);
You establish three footholds on Zandalar via map on Alliance's ship in Boralus.
Uniting Kul Tiras requires the three reputations AND the three foothold quests you get on the ship!
After that, you should get 8.2 questline. You do it until you unlock essences: https://www.wowhead.com/guides/heart-of-azeroth-essence-overview#unlocking-azerite-essence-system
Now your Heart is level 50 and you're good to go!
