NFS Rivals still looks stunning and had great gameplay. If it weren't for bugs and instability, it would be a great game. Rivals is locked 30 FPS on PC but you can change to 60 FPS by this launch option "-GameTime.MaxSimFps 60 -GameTime.ForceSimRate 60.0". I don't know if there's visual effects or gameplay elements tied to FPS but I didn't encounter an anomaly due to FPS. Rivals had a massive buffer problem, playing it on a fast SSD helps so much.
