Ah, cop levels. I usually hate them, but this was actually really enjoyable. If you can get hit both times in the back at the start and 30 seconds in like I did at 0:37, you'll get a few free tenths of a second just for being in the right position. Don't be afraid to really ride the edge of the turn at 0:20 as it'll also help your time. The fact that I went so wide on it was actually a mistake. Some parts of this, namely 0:52, can be near impossible to dodge unless you have good luck with randomly generated traffic, like I did in this run. And sometimes, like at 1:12, you'll just be hit out of control and forced to crash no matter what you do as a result of getting unlucky with the AI. This is still a pretty easy challenge to perform, but getting an absolutely perfect run in is somewhat in the hands of the random number generators.
