While playing games in RPCS3 it will for no discernible reason sometimes exhibit anomalous visual stutter that'll persist for a random amount of time after which the program may recover and the game will return to smooth visuals.

This can & does happen multiple times within a single game session.

This behaviour has been observed in Demon's Souls and Ni No Kuni, but not Castlevania: Symphony of the Night. The issue has, in the case of Demon's Souls, been around since I first started using RPCS3 in late 2020.
