NSV Progress - More Quest Functionality

Still a work in progress, but all the basic functions for starting a quest, doing the quest, finishing the quest and getting a reward are implmented.
Future ideas... make the quest complete screen be a message that pauses the game so the player can read it, and also make it show the rewards and the finish log?
I also need to work on the quests being able to change the game world, such as NPCs having different dialogue, being created, or being permantily killed.
