Gotcha, not EVERY enemy is random there are a good bit of static spawns in the game but a lot are controlled by levelled lists which is what this mod basically uses for the spawns. This part we take on Kvatch.
Mod: https://www.nexusmods.com/oblivion/mods/49305? (I totally didn't make it ;) ;). Also another disclaimer, I am using the very first version of the mod as the other ones I never finished and are a bit more clunky as a result.
