In this Division 2 build video I am not using the Ninjabike Messenger bag or any of the new gear from season 11, but actually looking at Ongoing Directive and the buff hollow point bullets give to the assault turret and striker drone. Not sure if this is working as intended, a bug or glitch, but this might actually be the strongest gear set for those skills.
