For docker container install:

Prerequisites
pacman -Syyu
pacman -S openssl-1.0 dotnet-sdk aspnet-runtime git


For normal computer install:

sudo pacman -S openssl-1.0
restart your PC

Running instructions for me:
go to your git repository
cd ./Applications/
cp -ar ConsoleReferenceServer testServer
cd testServer
rm -rf MonoReferenceServer.csproj
dotnet build
dotnet run --framework net6.0
