Our xbox one power supply has always been loud and annoying. It finally just stopped working this week. I figured the fan finally died, so I took it apart to get the specs of the fan and get a replacement. It turned out that cleaning it was enough.

If this doesn't work and you are not comfortable replacing the fan yourself, there are also replacement power supplies on amazon that are supposed to be a lot quieter, and they also don't cost as much as the OEM part. Here's one, for example..
