Well, I came back to do a description for it, but my good viewers posted some good stuff, so I'll just quote them (with slight notations) instead :D

"Osman (Cannon-Dancer in Japan) is a 1996 arcade game developed by Mitchell Corporation, known for the Pang/Buster Bros. and PuzzLoop series, as well as working with Nintendo on the Polarium games and Sujin Taisen: Number Battles. The game was powered by the Data East 156 board, considering Mitchell also comprised of ex-Data East staff who had knowledge with the hardware. " - alvieao2
