今回は全世界を舞台に繰り広げる3D視点で展開される公道レースゲーム。 コースは全部で30あり、プレイヤーはそれぞれ特徴のある8台の車の中から選択しゴールを目指す。 前作「ターボアウトラン」では廃止されたコース分岐が復活し、各国に合わせ背景もさまざま変化する。 また、プレイ中いつでも好きなときにBGMを変更することが出来るようになっている。 最大8人までの同時対戦も可能。
