Split code to separete mods, more controls, new effects: rain, snow, blizzard and ash..
These new effects are useless by themselves and require supervision by other mods. I'm starting to work on the mod "weather" which will control the effects of wind and other.
Not compatible with 0.4.14, only 0.4.14-dev and above..
