Here's a highlight of my +1 arrow Quiver crafting session, making gear for my new Bow Slayer as well as a quick run down how I go about it.

What You Need:
- Item Level 80 Shaped Quiver
- Any base because Vaaling though pierce, crit or phys is good for if you don't land a vaal.
- Alteration for +1 Arrow, augment and regal hoping for something good
- Master craft life, elemental damage or another missing affix
- Vaal and pray for +1 arrow implicit or chain

Some people suggest multimodding a 1 stat additional arrow, I just don't think it's worth it with what you can craft and since you'll likely be vaaling it anyway. Fossil & Essences are decent for quiver crafting but it's a long shot you get the additional arrow in addition to your other stats. If the arrow is your priority you want to Alt.
