About the building:
The building is located at the corner of Bay City Avenue and Red Desert Avenue. The Sumac Restaurant building is situated right beside it to the west, and the Del Perro Plaza (the more upscale one) is located just right across Red Desert Avenue.
Some of its design elements (specifically some windows, green awnings, and the pink salmon color) may have been taken from the real-life 1541 Ocean Avenue in Santa Monica, California.
The building in the game is probably mixed-use commercial and residential, as the ground floor is home to three commercial establishments, and the second floor (most especially at the rear) seems to be apartment units with balconies.
The commercial tenants in the building include Pescado Rojo (Red Fish), a seafood restaurant. An unnamed small business (possibly a cafe) at the part of the building painted white, and a branch of The Grain of Truth (painted brown / sienna), an organic food company based on Whole Foods.
