Cyberpunk 2077's Phantom Liberty expansion has a great cast, a great set up and a very pretty new space to explore, but it's the improvements to the base game that make this expansion really interesting. CDPR are using it as an excuse to take a swing at some of Cyberpunk's core elements, and so far, it's working.
