Which one you can get depends on which version of the game you have, but the quest (should) be the same between both versions. As I have Pikachu I had to go catch 5 Growlithe and then go to this NPC in Vermillion City. He initially asks which one you like - I said Growlithe. You likely need to answer for which is your game's exclusive.

You can also trade between the two versions to get them, as is normal for version exclusives.
