Dratini is in a bit of a sneaky place, hiding in the little stream of water on Route 10. You need to get the Surfing ability out of Fuchsia City before you can access this section. Once you do, head on back to Cerulean City and make the trek over to Route 10 and get to hunting that Dratini! At an amazingly low 4% you may need to hunt around for a bit before it spawns!
