Pokémon Quartz for the Game Boy Advance, one of many rom-hack bootleg Pokémon games, has such effects. The Pokémon series itself is no stranger to piracy, with fake games and merchandise being made since it first became popular. While all of this fake merchandise varies heavily in quality, most of it is a very weird GBA game.
