Get the Rainbow Feather from an old guy in Pewter City (For SoulSilver)
In HeartGold you get it after you beat Team Rocket in the Radio Tower.

Anyways, go through the tower and climb up without a hassle. Unlike me, I had to go back and forth getting lost...

At the top of the tower there will be HO-OH if you have the Rainbow Feather.
