The next Pokémon for Surprise Trade is Goomy, a Dragon-type Pokémon introduced in Gen 6, and it gained popularity at around the release of X & Y, while it would look like a Poison-type Pokémon by appearance, it is a Dragon-type Pokémon, Goomy is considered to be the weakest Dragon-type Pokémon.
As usual, I breed for 31 IVs in at least 4 or 5 stats, and I wasn't sure whether to go with its Hidden Ability of Gooey, but I found that Sap Sipper is the ideal Ability for Goomy, and for the Nature, I went with Modest as the evolution line is usually preferred as a Special Attacker.
Goomy can only learn two Egg Moves, it gets Counter and Life Dew, I will list which parents in the Dragon Egg Group that can learn those moves.
Counter: Charmander, Charmeleon, Charizard, Scraggy, Scrafty, Axew, Fraxure, Haxorus, Jangmo-o, Hakamo-o, Kommo-o (Requires Chain Breeding)
Life Dew: Milotic

As for Pokémon that learn Counter in Goomy's Egg Group, Charmander and Axew learn that from the Chewtle line, Jangmo-o also requires Chain Breeding to get Counter, and Scraggy learns it from a variety of Pokémon, like the Galarian Zigzagoon line, the Scorbunny line, the Skwovet line, the Mudbray line, Lucario, and Midnight Form Lycanroc, but then again a lot of Pokémon in Scraggy's Egg Group can learn Counter through breeding.
As for Goomy, it evolves into Sliggoo at Level 40, and at Level 50 is when it will fully evolve into Goodra, to evolve Sliggoo, it has to level up while it is raining, but it has to be rain in the overworld, not from moves like Rain Dance.
For level up moves, Goomy can learn Absorb, Tackle, Water Gun, Dragon Breath, Protect, Flail, Water Pulse, Rain Dance, Dragon Pulse, Curse, Body Slam, and Muddy Water. It will learn Acid Spray when it evolves into Sliggoo, and Aqua Tail when it evolves into Goodra, and for moves only Goodra can learn, it can get Poison Tail, Tearful Look, Feint, and Power Whip.
Next is TM and TR moves, I will mainly be going over Goodra, as there are some it cannot learn as a Goomy or Sliggoo, starting with TMs, it can learn Fire Punch, Thunder Punch, Rock Slide, Weather Ball, Mud Shot, Assurance, Bulldoze, Brutal Swing, Stomping Tantrum, and Breaking Swipe, and for TRs, it can learn Flamethrower, Ice Beam, Thunderbolt, Surf, Hydro Pump, Blizzard, Thunder, Fire Blast, Earthquake, Sludge Bomb, Outrage, Iron Tail, Superpower, Focus Blast, Sludge Wave, and Body Press. As it is a Dragon-type Pokémon, the Goomy line can learn Draco Meteor as a Tutor move, and the only Isle of Armor Tutor move it can learn is Skitter Smack.
Interesting bit of trivia, Goodra is the only Pseudo Legendary Pokémon that has only one type, it is a pure Dragon-type, while all other Pseudo Legendary Pokémon have two types, the most common being Dragon, but there are two exceptions, Tyranitar and Metagross, and if you are wondering, Haxorus is not a Pseudo Legendary, even though most people consider it to be.
For online battles, Goodra has great Special Defense, and it is an excellent user of the Assault Vest so that it can take Special hits very well, and for good moves, it can use Draco Meteor, Flamethrower, Thunderbolt, Ice Beam, Sludge Wave, Hydro Pump, and many others, its movepool is very wide, and the reason why Sap Sipper is the ideal Ability is so Goodra can switch in on a Grass-type move and not take any damage, it can be used as a Mixed Attacker, as it gets access to moves like Outrage, Earthquake, Iron Tail, Power Whip, and Superpower. While Gooey is its Hidden Ability, it lowers the target's Speed if they attack Goodra with a move that makes contact, I wouldn't say it's the best Ability, as Goodra doesn't have as good of a Defense stat compared to its very high Special Defense. It can use Acid Spray to decrease the opponent's Special Defense so that it can deal more damage to them. It is even a good user of the Weakness Policy when Dynamaxed, but in the current format in Ranked Battles, Dynamax is banned, so unless you are one of the few Pokémon that play Casual Battles, that is a good strategy to use.
Goodra doesn't see as much use in Double Battles than in Single Battles, likely because there are a lot better Dragon-type Pokémon that see more use than it, like Dragapult and a few others, and in the current format, Palkia, Eternatus, Garchomp, Kingdra, Dialga, and Naganadel see more usage than Goodra. The nice this is Goodra can learn Breaking Swipe, but aside from that, it has the usual moves of Draco Meteor, Thunderbolt, Sludge Bomb, Muddy Water, and a few other moves.
While Goodra isn't one of the top used Pokémon in competitive battling unlike in X & Y due to it being introduced in the generation that introduced the Fairy-type, Goodra has proven that bulky Dragon-type Pokémon can still do well, as most Dragon-type Pokémon before it have been powerful attackers.
