The Surprise Trade for this week is one of the rarest Pokémon in Gen 3, it is Feebas, this Pokémon is kind of similar to Magikarp in terms of stats. What I usually do for Surprise Trade is I breed for 31 IVs in at least 4 or 5 stats, and with Feebas, I went with a Calm Nature, as its evolved form Milotic is themed around being a defensive Pokémon. As for Abilities, Feebas has Swift Swim and Oblivious, when it evolves into Milotic, Swift Swim turns into Marvel Scale, and Oblivious becomes Competitive, I didn't go for the Hidden Ability, while Feebas has Adaptability, Milotic has Cute Charm, which is not that good.
The Egg Moves I went with on the Feebas were Dragon Breath, Mirror Coat, Haze, and Hypnosis, it does get some other moves, like Tickle, Mist, and Confuse Ray, I will list which parents in the Water 1 & Dragon Egg Groups that can learn those moves.

Haze: Wooper, Quagsire
Hypnosis: Poliwag, Poliwhirl, Poliwrath, Politoed, Inkay, Malamar
Mirror Coat: Corsola, G-Corsola, Dewpider, Araquanid, Cursola
Mist: Lapras, Wooper, Quagsire, Lotad, Lombre, Ludicolo, Wingull, Pelipper, Swablu, Altaria, Eiscue
Tickle: Lapras, Omanyte, Omastar, Marill, Azumarill, Lotad, Lombre, Ludicolo, Pyukumuku, Drampa (Requires Chain Breeding)

I went with the moves that were the best to have on Feebas, and as for Tickle, everything in Feebas's Egg Group that learns Tickle also requires Chain Breeding, the Lotad line learn it from Tangela.
Then for moves, Feebas's level up moves aren't worthwhile, they are the same as Magikarp's level up moves, and to evolve Feebas into Milotic, it has to be traded while holding the Prism Scale.
I will go over Milotic's level up moves, as there isn't much reason to keep it as a Feebas, it will learn Water Pulse upon evolution, and it can learn Wrap, Water Gun, Disarming Voice, Twister, Aqua Ring, Attract, Life Dew, Dragon Tail, Recover, Aqua Tail, Safeguard, Surf, Rain Dance, Coil, and Hydro Pump.
While Feebas does learn some TM and TR moves, like Ice Beam, Surf, Icy Wind, Whirlpool, Scald, and a few others, the TM and TR moves will be more based around what Milotic can learn, it can get Light Screen, Rest, Imprison, Weather Ball, Mud Shot, Brine, Bulldoze, and Breaking Swipe, and for TRs, it can learn Surf, Muddy Water, Dragon Dance, Dragon Pulse, Iron Head, and a few others, and it can learn Flip Turn, Triple Axel, Skitter Smack, and Scale Shot for Tutor moves.
Milotic has two viable Abilities, and in Single Battles, Marvel Scale is the better one, specially when it is equipped with a Flame Orb to get the Defense boost. For its moves, Scald and Ice Beam are good moves to have, Recover so that it can last longer in battle, and for its fourth move, it depends on your choice, there is Mirror Coat to send back Special Attacks for double damage, Haze for removing stat modifications on both sides, very helpful for removing your opponent's Dynamax boosts. It can use Rest and Sleep Talk, which work well with Marvel Scale, another nice move is Dragon Tail to pair well with a teammate with Stealth Rock, there are so many things you can do with Milotic, Bold or Calm are notable Natures for it, as it is all about making use of Marvel Scale.
In Double Battles, Milotic can make use of Competitive, giving it a Special Attack boost if its stats are lowered, which is great as Intimidate is very popular in Double Battles, and moves that lower stats like Icy Wind see a lot of use in Double Battles. For Milotic's moves, it can use Muddy Water to hit both targets, or Scald for a single target move, Icy Wind can help lower the stats of both targets, it can use Life Dew to heal itself and its ally, another notable set is using Coil to boost its accuracy, and pairing that with Hypnosis to ensure it will put the target to sleep. It has a lot of options to choose from, while it doesn't have the best type coverage, it does make up for it in some really good status moves, and Milotic is one of the most used Water-type Pokémon in Double Battles because of its versatility and access to Competitive.
For a Pokémon that has been one of the rarest Pokémon in the game, and having one of the strangest evolution mechanics, Feebas isn't just a collectors reward, specially once it is evolved into Milotic. In Gen 3 and 4, as well as Omega Ruby & Alpha Sapphire, you had to maximize Feebas's Beauty stat, so its evolution was based around Contest Stats, in Gen 5 onwards, you had to trade Feebas holding a Prism Scale to evolve it into Milotic, so it had two different ways of evolution.
