We get another Pokémon introduced in Generation 3 for this week's Surprise Trade, that Pokémon is Swablu, a Normal/Flying-type Pokémon which becomes a Dragon/Flying-type when it evolves into Altaria.
As usual, I breed for 31 IVs in at least 4 or 5 stats, and I went with Bold for the Nature, I couldn't find any notable sets for Altaria in competitive battling, its highest stat is Special Defense, so I chose Bold as I found that to be a good Nature for a defensive set. I didn't go for the Hidden Ability of Cloud Nine, you can if you want if you have an Ability Patch, and for the Egg Moves I gave to Swablu, I went with Feather Dance, Haze, Defog, and Roost, as I find them to be the best ones to go with, it does get Astonish, Dragon Rush, and Tailwind as well, I will list which parents in the Flying and Dragon Egg Groups that can learn those moves.
Astonish: Zubat, Golbat, Crobat, Trapinch, Vibrava, Flygon, Rowlet, Dartrix, Decidueye, Applin, Flapple, Appletun, Dreepy, Drakloak, Dragapult
Defog: G-Farfetch'd, Rufflet, Braviary, Sirfetch'd
Dragon Rush: Dratini, Dragonair, Dragonite, Vibrava, Flygon, Gible, Gabite, Garchomp, Deino, Zweilous, Hydreigon, Flapple, Drakloak, Dragapult
Feather Dance: Pidove, Tranquill, Unfezant, Hawlucha, Rowlet, Dartrix, Decidueye
Haze: Zubat, Golbat, Crobat
Roost: Dragonite, Hoothoot, Noctowl, Wingull, Pelipper, Pidove, Tranquill, Unfezant, Fletchling, Fletchinder, Talonflame, Hawlucha, Noibat, Noivern
Tailwind: Crobat, Xatu, Pelipper, Pidove, Tranquill, Unfezant, Sigilyph, Archen, Archeops, Rufflet, Braviary, Fletchling, Fletchinder, Talonflame, Noibat, Noivern

All of the moves I went with on the Swablu were status moves, and even if Tailwind is a nice move to have, I just find that the moves I went with are good Egg Moves to pass onto other Pokémon in Swablu's Egg Group.
I can go over Swablu's level up moves, it can learn Peck, Growl, Disarming Voice, Mist, Fury Attack, Round, Dragon Breath, Safeguard, Sing, Cotton Guard, Take Down, Moonblast, and Perish Song. When it evolves into Altaria, it will learn Dragon Pulse upon evolution, and for moves Altaria can learn, it can get Pluck and Sky Attack.
Next are TM and TR moves, I will mainly be going over Altaria's moves, as there are some that Swablu cannot learn. For TMs, it can learn Fly, Fire Spin, Solar Beam, Thief, Steel Wing, Swift, Power Swap, Wonder Room, Bulldoze, and Breaking Swipe, and for TRs, it can learn Flamethrower, Ice Beam, Body Slam, Earthquake, Agility, Fire Blast, Outrage, Iron Tail, Heat Wave, Uproar, Hyper Voice, Dragon Dance, Dragon Claw, Hurricane, Play Rough, and Dazzling Gleam. As it is a Dragon-type Pokémon, Altaria can learn Draco Meteor, and the only other Tutor move it can get is Dual Wingbeat.
As for the competitive scene, Altaria is unviable, it is overshadowed by every other Dragon-type Pokémon, even back in Gen 3 where Altaria is outclassed by other Dragon-types, like Flygon, Dragonite, Salamence, and many others. It got a Mega Evolution in Omega Ruby & Alpha Sapphire, which made it a Dragon/Fairy-type and it got Pixilate for its Ability, so any of Mega Altaria's Normal-type moves become Fairy-type, and that gave it viability, I find it unusual how Flygon is the only Dragon-type Pokémon introduced in Gen 3 that didn't get a Mega Evolution.
With the removal of Mega Evolution in this game, it has hurt Altaria's viability in the competitive scene, and it's not the only Pokémon that has suffered greatly from the loss of Mega Evolution, it has also affected Mawile, Kangaskhan, Lopunny, Glalie, and a few other Pokémon.
The best thing Altaria can do is use Cotton Guard to set up and use Roost as a healing move, or it could go with a Dragon Dance set with Outrage, Dual Wingbeat, and Earthquake, there is no reason to use Altaria in online battles over any other Pokémon, I would say that even Druddigon is better than Altaria, and not even that thing is easy to put onto a team when there are way better Dragon-type Pokémon out there.
We get one Surprise Trade video where I don't ever explain about how good the Pokémon is, and even as a Swablu, it isn't easy to use when playing through the game, because it doesn't even evolve until Level 35, and it starts to fall behind with the rest of the team until them, and you are better off taking Corviknight for a Flying-type over Altaria, as Corviknight remains good throughout the game.
