Axew has a few locations to be found in, but this is the earliest option. In Shield, this location gives it a 1% spawn chance, with Sword having it at 5%. It can be found in the following Wild Area locations:
Hammerlocke Hills (Overworld, Sandstorm, SWORD ONLY)
Axew's Eye (Overworld with Sunny/Normal, Overcast/Partly Cloudy, Raining, or Fog, both versions)
