In this video, I explain the patch notes for the recent Halloween update (October 2022) for Pokemon Unite, and how much each character was changed, including buffs and nerfs.

unite-db typically has the best, most detailed notes, but they typically take up to a few days to update their patch notes. I'll update here if I remember to when they have better notes up than the official ones. I'm just trying to get this video out fast, because unfortunately, recency and relevancy matter a lot more for gaming news videos than anything else, so I had to get this video out as quickly as possible for it to do well.
The Japanese patch notes for Pokemon Unite are more detailed when it comes to specific changes, but the automatic translations are more difficult to understand as a trade-off.
Nerfed Characters:

This patch overall brought a lot of the strongest characters down a bit, and elevated some of the weakest ones that weren't seeing much play. Additionally, moves such as Water Shuriken, Rock Tomb, Stealth Rock, Wood Hammer, Trick, Shadow Ball, Cotton Guard, Pollen Puff, Petal Dance, Sludge Bomb, Dragon Claw, Dragon Rush, and Drill Peck that were seeing less play usage than their counterparts, or overall weren't performing well against the most popular Pokemon & team comps in Unite were made stronger to keep up with the rest of the cast.
I predict that Mew and Mr. Mime will remain very strong characters. Greninja Water Shuriken is much better than it was before, but Surf is still a very strong choice. I'm unsure of how much Gengar, Tsareena, Absol, and Aegislash are affected by their nerfs, so time will tell.
Venusaur seems like it could make a pretty strong comeback, especially in team comps that have at least one healing support to back up the Venusaur. Eldegoss's buffs feel very significant from what I've watched, as are Crustle's. I'll have to wait and see how much Garchomp, Trevenant, Hoopa, and Greninja are affected by their buffs, and if they're enough to keep up in a game where Mr. Mime and Mew will still likely remain dominant.
I believe Dodrio will still be very strong, as will Clefable. Dodrio just can't heal up to full health as easily off of wild Pokemon from Tri Attack, and there's more incentive to use Drill Peck and/or Jump Kick as of this patch. I still dislike that the character can combo Tri Attack into a full dash meter boosted attack to burst down squishier characters, so I'm not sure what adjustments to Tri Attack I'd like to see for it to be better balanced and healthier for the game.
Clefable's Moonlight and Gravity still seem like the stronger move choices overall, but the Follow Me and Draining Kiss moves look pretty fun to use as a break from the currently established playstyle for Clefable. I definitely look forward to trying them, I had fun trying Follow Me as a way to ambush squishier characters for my teammates to focus down before the buffs.
I honestly have no idea what was changed with the unite moves for Charizard, Slowbro, and Tsareena. I'm still waiting to find out, because as usual, the official patch notes for Pokemon Unite were vague at best when it comes to bug fixes, and I haven't seen anyone say anything about these particular changes.
I hope everyone enjoys the new patch, it seems pretty fun. Some of my old favorites from season 1 of Pokemon Unite such as Venusaur, Eldegoss, Crustle, and Garchomp seemed to receive fairly helpful buffs, so I look forward to playing them. I prefer Water Shuriken on Greninja, although Water Shuriken feels like it's fallen off in usefulness since its nerfs several seasons ago. There was just too much opposing mobility and burst damage in Pokemon Unite for Water Shuriken to truly shine, so hopefully these buffs are what it needs.
