A Psychic-type can make quick work out of her. If you have it, by all means use it.

Beating her will earn the Rumble Badge. With 3 badges, Pokemon up to Level 50 obey your command. You also get TM98 which teaches Power-Up Punch. It deals damage and boosts Attack. Of course, we now have to head for the Tower of Mastery once again.
