Michael has arrived at Phenac City but it's a ghost town. Something's amiss.
To our surprise, it looks like Team Cipher is responsible for this having taken all the people hostage and replaced them with their goons. Just wow. So now we got to beat down these guys so that we can free everyone. But even as we do, we still don't know where the hostages are.
Hopefully we'll find them and in part 10, we'll be tackling the next Cipher Admin, Snattle.
