A lot of folks have been asking about this and now there's no longer any question. If you're starting a new project, use Polymer CLI

In this episode I'll walk you through the basics of scaffolding out a project using CLI and also demonstrate the new Custom Build template. For those folks who need to include custom gulp tasks in their project, Custom Build will be a great starting point.
