We essentially have a fully functioning prison, but there's still a couple of problems. Snitches are regularly getting killed, and the game's AI fails to put people in cells because all the cells are 10/10 quality. In both cases, I disagree with the game design: that the snitches don't just come to you to ask for extra protection, and that the game doesn't prioritise putting every inmate into their own cell.
