Proof that length 10 beard is possible on chapt. 2 (RDR2) - READ DESCRIPTION
21HOW I DID IT:
You can read many gamefaqs posts of people wondering if the game is glitched or if it's even possible to grow a length 10 beard before chapt. 4 and on the new game patch.
I put my own patience and time on this to prove that yes, you can grow the max length beard whenever you want (including epilogue).
1 - Go to Valentine. (Blackwater may be better on the epilogue)
2 - Go to the general store and buy 3 hair tonics, drink them and buy 3 more. (tonics satchel/Legend of The East satchel are better if you have them, I don't)
3 - Go to the hotel across the street and rent a room.
4 - Sleep in a way that the third time you wake up you're on nighttime. (I personally did: From morning - Night - Morning - Night)
5 - After waking up the third time, drink the remaining hair tonics and go to the general store door, from there use the "Wait until morning" option.
6 - Repeat until your beard is beautiful and fluffy.
