Quake 4 on Xbox 360 has some of the most variable performance that we've seen in a console game. The framerate can hit 60fps in less taxing areas, and in other areas it can drop into the teens.
The game is seemingly using a double buffered vsync with a 60fps cap. The evidence for this is the relatively long stretches of time that the game spends at fixed frame times.
