After exploring Alterna or visiting the General Store you may have found or bought some cool decorations for your locker. Even Harmony, the manager for the General Store Hotlantis tells you about how you can customize your locker and more, but where on the Splatlands can you find the locker room?!
Well, the answer is pretty simple, and I feel so dumb about my lack of reading comprehension, but you can find your locker inside the lobby. The thing is, it is kinda hidden. If you look between the matchmaking machine and the shell-out machine there will be a sliding door. Go near, press A and the doors will open revealing the locker room.
WHY ARE THE DOORS OPAQUE? I don't know. But there you go, you'll now have access to your locker so you can personalize it with all the goodies you've found.
