The Condition Harbinger is a DPS Necromancer build for end game PvE content in Guild Wars 2 with convenient access to quickness and other boons to reliably buff your allies in real situations with little investment. In fact, the build can swap only a few traits to alternate between the role of a quickness DPS and a pure DPS. Here is my full guide to using it in strike missions and raids.
