To unlock the Settling Down, you need to finish the previous quest, Unwelcome. Without doing so, you will not have access to this quests.

1 Speak to Gunnar
2 Take command of the longship. Head to the locations with Monasteries (axes) marks
3 Raid and find resources to build Gunnar's forge.
4 Return to your settlement and build a Blacksmith
5 Speak to Sigurd
6 Get acquainted with your room
7 Meet Sigurd at Rowan's stable
