Raspberry Pi takes 6 attempts to boot

My Pi struggles to boot.
PWR LED constantly lit when powered.
ACT LED flashes once and then nothing. Cut the power and try again 6 times.
It finally boots at 1:50 in this video.
Power is provided by a Nokia AC-10X providing 5V 1200mA.
I'm running an SDHC class 6 16GB card.
