Getting onto the track involves using collision from the decoys from the Decoy Glove to push Ratchet inside a wall located next to the elevator. From there navigate out of bounds to the track - usually you follow the circular lip of a building structure until you get out of the wall you came through, turn around and glide to the track, avoiding invisible collision along the way.
If you are playing the original PS2 version there is a easier glitch with the Hologuise. (thanks commenters for reminding me) but this trick was patched out of later releases, and subsequently PS3/Vita versions so you'll have to use the method in video if playing on a later release.
