Strategy and tips:
The one most likely to cause you a problem is unfortunately the last objective - don't get arrested. Basically, you mustn't fall over the fence, but jumping is trickier than normal under heavy intoxication. To get the first two you simply need to follow this, know where to find Tommy and speak to him, and where to go later to catch Lenny in the act. When you are running from the law, you want to attempt to jump the fence early, round about 13:39 in this video, if you hit the button to jump too late, you'll fall over the fence and be caught. If you make it over, you've succeeded.
