TURN OFF STEAM CLOUD BACKUP...then back on!!! If you do this without turning off the Steam option to save to the cloud when you restart the game it will replace all of your toy boxes with the last save and replace your work of changing save files. You need to turn off steam cloud then launch the game and while in game turn steam cloud back on. Official solution to this problem I tried and worked now all these toy boxes are saved to my cloud. When I first tried it I had it on and that replaced everything reverting to cloud save. I then tried it with the cloud off and closed the game turned on cloud and again it reverted. So you need to turn it off, play game, press the windows key, go to steam, turn it on, then back to the game so the cloud will pick up the changes made.

HOW TO Download: Right click the "Toy Boxes" file and at the bottom select "Download" also the top left file "modeltrainman" is Toy Boxes with many in it but all the file numbers are low, 1, 2, 3, 4, so you need to change them.
HOW TO FIND YOUR SAVE FILE user0? C:\Users\{your computer username}\AppData\Roaming\Disney Interactive\Disney Infinity 3.0\{steamID}\SavedGame\user0\….
TIP: If you can't find AppData it is a hidden file and you need to unhide it by adjusting the folder display options, "Display Hidden Files"
