The Spy retain his role as a utility infiltrator unit in Apocalypse Rising. Here some differences worth noting:
He is equipped with a silenced pistol for self-defense and clearing out of Proximity Mines
To infiltrate a structure, he will need to plant his Hack Devices on Soviet Repair Nodes found inside the structure; it has a cooldown but has no ammo limit, and this Hacking Device will last indefinitely until destroyed by Soviet troops

Here is the list of all effects a Spy does when they have successfully planted a Hack Device on a structure:

Tesla Reactor: Enemy base defenses that rely on power go offline; notably Tesla Coils and Flak Cannons
Barracks: Soviet players cannot buy and switch infantry characters in Purchase Terminals
War Factory: Soviet players cannot buy vehicles, stopping production entirely
Radar Tower: Soviet players no longer see Allied players and C4 mines on the minimap
Ore Refinery: The credits of all Soviet players are slowly stolen, providing more credits to all Allied players
