While there are a few ways to fresh reinstall Windows, this is one of the best: A fresh copy of everything downloaded from Microsoft as an installer ISO, reinstalling over your existing windows - Keeping apps, files and settings - Just fixing broken features and other issues you could be having on your system. Make sure you have a proper robust backup before reinstalling Windows in general!
