The two Spare keys are required to open all lockers in the Safety Deposit Room. The first spare key can be found early on in the Shower Room 2F in the Police Station. Progress the story until you reach the garage.

From here make your way to the Morgue B1 and search the second box on the left (starting from left). Inside is the Diamond Key that opens up the Linen Room 2F with the second portable safe.
